Most likey contra refers to the contrabass bugle that is used by drum and bugle corps. A contrabass bugle is bascially a marching tuba that is usually pitched in G and is carried on the shoulder. Lately, contras have been made in BBb. Contra could refer to contrabass tuba, which is simply a BBb or CC tuba, but I think the first is more accurate.
