I sympathize with your quandry, Bruce, and I'm glad that you are taking a stance. In reality, there is no solo easy enough to play at high school contest if you don't practice. There are some easier ones. Honor and Arms is one that I use. Two Pieces by Don Haddad is another good one. Does your local store have a graded list? If not, try the link at the bottom. It is our music store in Columbus. They have everything graded for our state contest.

Ultimately, If your son does not want to practice, it might be better to take the "B" than make a half-hearted attempt at contest. Could be disastrous to his self confidence. Has he performed a solo in public before? Email me privately if you would like to discuss this further. I teach 67 private HS and JHS students. This comes up all the time.
Good Luck
