The organisation of the various US school systems is not something, that I know very much about. Yet I will say this:
In my eyes the actions taken by the school board parent are downright criminal, if the school is funded by taxpayers money. Her little conspiracy with 3 other board members does not make her corruption/nepotism/reverted-nepotism case stand better in court.
Private schools often promote themselves on "philosophies and ethical standards". If the school system in question was private, then the board should have been urged to include a report on the case in its promotion material to illustrate the standards of the school.
In both situations a well thought out, just very minimal, leak to the press might have created wonders.
