I think for modern production techniques, the important question would be: "What is the technique, and how well refined is it?" For handmade items, the important question is: "Who did the work and what are that person's skills?"

I have heard (probably here on this BBS) that Alexanders used to be made by hand (perhaps still are), but some were made by the master craftsman and some were made by students under the master's tutelage. The implication is that the ones made by the master were great, the ones made by the students were merely good. Certainly there have been some Alexanders considered great by numerous players.

Your last comment is right on. With a hand made artifact from a master craftsman you have a chance at getting "an extraordinary good one". Of course, that assumes the selector has the ears, chops and wind to distinguish extraordinary from commpnplace.
