The problem that I see with this approach (the outstanding quality of Rudi Meinl horns notwithstanding) is that it only checks the sound of the instrument, not its construction. Running a borescope down the length of the main bugle, inspecting for solder blobs and gaps within ferrules, or perhaps taking a radiograph (x-ray) of the instrument prior to shipment might reveal more.
