Certainly that's the case, but he is rather typical of a "smart" C student. They know they don't have all the answers so go to others for assistance. Take a look at what the President has accomplished and you'll see for yourself that his advisors have been invaluable to him. He was successful in business and he will be successful as the President. A very good book to read on this is, "Think and Grow Rich" by Napoleon Hill.
