I listened to 2 CD's of the group I play in, 1 where all tubas were CC with 5 players and the same pieces recorded in the same hall with 4 BBb's and 1 CC and there is a difference.
A noticeable difference.

So your expectation is for manufacturers to gear up and spend a fortune so a few can use their fingerings on a C euphonium. No one else in the world would play a C euph except for in the US and how many pro CC players would buy a C euph. Most pros i know have no problem playing euph in BBb.

I doubt seriously that you will see a huge market for a C euphonium and I doubt you will see one of the big manufacturers spend the R&D money to seriously develop a very good 4 to 5 valve regular C euph and esp a compensating euph. It costs way more than you think to tool up for something like that. Especially to put it into production and recuperate costs and make money.
