By design: Hardly.

The illustration is taken from an Alexander catalogue about 17 years old.

It will tell, that the shift valve is located before the 4 valve cluster. As the visible valve slides are, very likely, the F valves, this fact implicates, that the 20.5 mm CC bore comp tubing is placed earlier in the total loop, than is the 18.5 mm F valve bore. Reversed step bore is not one of my favourite design elements.

The B&H/Besson compers and their plenitude of clones all have the shift valve after the main 3 valves to allow for an optimum in conical bore development.
