Living in London you will know all this, but for our American friends this is my opinion, FWIW!
Top orchestras in the UK include (but not a comprehensive list!):
London Symphony
London and Royal Philharmonics
City of Birmingham SO
Halle
Royal Liverpool Philharmonic
BBC Symphony, Welsh, Scottish and Philharmonic Orchestras
English National Opera
Royal Opera House Covent Garden
Opera North
Welsh National Opera etc etc.

Players worth tracking down are Pat Harrild (LSO), Oren Marshall, Owen Slade, John Jenkins, Ewan Easton, Brian Kingsley, James Gourlay, Robin Taggart etc.

Don't discount the tuba players in the good Brass Bands either! They are as good as you'll hear in their own way. Try to get to concerts by bands like Grimethorpe, Black Dyke, Fodens, Faireys, Brighouse and Rastrick etc. These all have good tuba sections that play as well as any tuba section anywhere IMHO.
