Try using a powder called whiting, which can be purchased from some repair shops or perhaps other places. It's cheap. Do not use it on bright silver--only satin silver. Then wipe off with rubbing alcohol. I saw some photos in previous postings of some tubas polished this way by Lee Stoffer and they were quite bright and lovely. I bought some whiting but have not used it yet on my satin silver B & H. A repair shop told me to use a tooth brush and dish soap on the blackest tarnish if there are such areas. I recommend trying the whiting first. Also, I do not know if it is good to use whiting often, as it is abrasive, but if you keep your tuba in a bad, especially a tarnish bag from Woodwind and Brasswind, then you won't have to. Good luck.
