I've played the Requiem several times. You need three tubas to cover the parts. There are four brass choirs originally seated at the points of the compass but usually in the balconies now) and an onstage orchestra. One of the brass choirs requires a single tuba, a second brass choir has two distinct tuba parts. At some point a player from the two man section must join the onstage orchestra to finish the work. Berlioz did indeed score it for ten tubas, two in the first choir, four in the second and four onstage. Incredible piece of music!!!
