I taught in a very rural school district and had very few (maybe 1 or 2)students in private lessons when I got there. I could not offer any "incentives" for taking private lessons because there were virtually no private teachers in the area. What I did do was set up a system that made private lessons available to all levels of students. To be specific, I brought a professional (or good college student) woodwind player, percussionist and high brass player in to town 1 day a week for the high school students (I did low brass). In return for the lessons, the High school players had to teach lessons to two Jr. High students. The Jr. High students paid $5 for their lessons and that money ended up financing the whole project. This did not get all too many students in lessons, but it did get lessons for about 20% of them. I would suggest that 20% is better than in most areas.
