I was considering a St Pete back when you could get a raw brass horn shipped from www.tuba.com for $1500 including shipping and customs. I didn't have a horn at the time and I have instrument repair and fabrication skills that I could have used to improve the valves. When you get to the $3K range, I wouldn't even consider a St. Pete. There are several decent new horns in that price range and with used market the way it is now, some very good used horns available.
I ended up picking up a well used Mirafone 184 BBb for $1300 with a gig bag. I am very happy with my decision.
