A friend of mine rounded up some cheapo "bulletin board" cork (1/4" thick- 'composition'), made a pattern with paper, cut out the proper "fan" shape of cork, and cemented it around the outside of the (small end) last three inches of the outside of their mute...' cut down on "clanks".

There are some shorter tuba mutes...Watch ebay for one of them, if you care to...

...or do like I (the "pro" he-he) do. IGNORE "muted" directions in passages. If brought to your attention by the conductor, ask them if the orchestra owns a tuba mute. Don't admit to owning one. Most conductors (well over 90%, in my experience - regardles of amateur or professional engagement) really don't g.a.s. whether tuba parts marked "sordino" are indeed "sord"ed. In fact, it is indeed traditional for tuba players to ignore some mute directions. Ein Heldenleben is one of the most notable examples of this.
