For me, it comes down to drill style.

I hated trying to run around with a sousaphone on the field going sideways & stuff, but I'll gladly do it all day long with a contra. Same thing with bell-front baris vs. trumpet-style. The way a contra keeps its mass away from the lower body makes that kind of marching much easier.

For just going down the street, or Big 10-style or Grambling State-style marching, I'd go straight for the sousie. There are things that a contra just can't do as well. Heck, sometimes, I'll even go fiberglass -- the last time I got to watch a high school band contest, the only tuba sections that made it all the way to the press box EVERY time had fiberglass horns. One section with 8 20K's almost wasn't worth having on the field, they were so quiet.
