I go to a private university and our practice rooms are open from 8 AM to midnight, with some variations on holidays and weekends. Residential Assistans and roommates/suitemates/guys(girls) in the dorm are not too friendly about playing, especially after hours (chances are, if your roommate is not a music major, he will have a social life and won't be in until 2 AM).
I'm not sure about State/Public universities, But I feel that our facilities are quite inadequate. But as someone also has said (sorry I don't know the poster's name) that you should definitely check in to the facilities that the school of music offers.
