kind of depends what school you go to, and if you are actually a music major. Some schools tend to be kind of stingy about "non-music majors" using their rooms; but usually something can be worked out. Wouldn't recommend even staying in res; much less trying to practice there.
In terms of whether you should, sarcastically or not, get up at 5 to practice from 6-8, most music buildings are not open at 6 am, and most music majors practice for more than two hours a day. In my limited experiance, you should find plenty of time for school, practicing, and chasing skirts (as well as catching all the unsavoury diseases that go along with said activities). You won't play well if you're not relaxed and enjoying youreself, anyways.
