Since they are used horns you are trying I guess just play them both and buy the one you like. There are very good cerveny tubas and there are lemons too. I would either have somebody listen to you play them in a hall from a distace to compare the projection or make recordings of them. I think the Cerveny is made of thinner brass which might not project as well as the PT4 and it will also be more dent prone. Based on my pT4 I would say get that but the one you are trying might be a real lemon too.
