It is designed to have some resistance - the plastic ring that comes with it provides a way to adjust the resistance to be the same as a horn. The BERP does not replace open mouthpiece buzzing (I don't think it's intended to) - it bridges the gap between that kind of buzzing and playing on the tuba.
