The M-W 18 and Cerveny 683 are both nice little horns that could easily last him up to high school, and beyond. Of the 2 the Meinl seems of slightly sturdier construction. The King 2341, although a great horn, especially for the money, is larger and heavier than the other two and may be a bit much for him. The Conn 5J is slightly smaller than the King and might also be worth considering, but is still larger and heavier than the Meinl and Cerveny.
Another option is the Weril 681. It's smaller than the other horns and has a smaller bore, both of which might be good things for a young student. At less than $2000 new it is a relative bargain also.
