This is actually your union at work. The rules say that in order to be fair an audition has to be held. It doesn't say what kind of audition. Many times the audition ads say, "Pending local auditions."
For anyone wanting to audition for a job, local auditions keep you out.
In my opinion, the practice of hiring a local player for a year or more is just not the way to do this. Hold the national/international audition quickly, hire a good player, and get on with the business of making music.
