Typical F Tuba Intonation Quirks

Is it usual for a German style F tuba to be sharp on the C-Bb-A toward the bottom of the staff (using standard fingerings)? I know that the G-A at the top of the staff tend to be flat (using standard fingerings).

I find that the C is pretty good using the 4th valve, but I am having trouble getting used to using that fingering. I can force it in tune without the alternate fingering, but it is not consistent.

Has anyone out there been resistent to using certain alternate fingerings? How did you get over it?
