Relacquering is a touchy business. The biggest requirement is that the metal be clean, clean, clean and absolutely free of any greasy residue. You could try polishing the horn and then washing and ragging it with acetone, MEK or a good degreaser (remove the valves and water keys). Then apply a couple of coats of something like Nikolas or VHT spray lacquer (don't use the hardware store stuff--it's probably polyurethane and way too thick) in a dust-free environment.

You won't get a pro job, but it should look pretty good from 6 feet away.
