Nick Clark's answers to his own poll included only band/wind ensemble pieces. From that repertoire, the most emotional piece that I can think of is the third movement of James Barnes' Symphony No. 3, in which he tenderly reminisces about his deceased daughter. (BTW, the first movement begins with a gut-wrenchingly moving tuba solo.)
Beyond that instrumentation, my favorite emotional piece is the third movement of Leonard Bernstein's Chichester Psalms. Tchaikovsky Symphony No. 4 is also a deeply emotional listening experience.
