A "young euphonium player" will be most comfortable with a trombone part. Euphoniums are "in Bb" - but they read bass clef parts in concert pitch (so...one might also say that the euphonium is "in C").

Only if he is truly exceptional would I recommend giving him a horn part (and asking him to transpose it).

If he does well, reward him by programming "Planets". But...in that case he'll have to deal with a treble clef part, written up a 9th. My son did Planets with the local youth symphony last season (and played a trombone part on another piece in the same program) - but appeared as a "guest artist"; he wasn't a regular member of the orchestra. He dealt with the treble clef part by spending an hour with Finale.
