Perhaps he prefers the pitch and it is not an accident. If he is consistently tuning low, and the group is able to play in tune with each other, then I suspect he has his reasoning. A conductor is charged with creating the sound heard in his or her head (not to be confused with the voices they might be hearing). Perhaps this conductor "hears" a lower and darker sound.
If he is consistent, I would not write his lower perception of pitch as incompetent. A tuner is just a machine... it does not make music.
