The pitch does not change over distance, only amplitude does. To make pitch seem to change, it would involve the doppler effect, meaning one or both of the objects would have to be moving while th etone is being generated. Time is effected because of the relatively slow speed of sound through our atmosphere. The sine wave itself (pitch) does not vary whatsoever when traveling through a constant medium.
