Well, that's seems quite an over-reaction.

A bit of logic: Can good tuba players play, say, a Bach Cello Suite, and play one of the notes that drops an octave in the middle of the phrase without changing the sound of that note noticeably? If the answer is yes, then to do otherwise is a choice. If the answer is no, then Dr. Young may be right. Personally, I think it's the former.

Joe was assuming as much. Why blame the instrument, when we know the players are good enough to make those notes sound the way they want? If the instruments made such sounds unavoidable, as Dr. Young suggests, then there's no reason for a discussion on the musicianship one way or the other--we live with what we have. Do you think that's the case here?
