Actually, neither is the case. The English Organ voluntary is composed of a slow-fast movement structure, with the fast movement generally featuring a stop or group of stops. So a "Trumpet Voluntary" usually has a slow movement played on diapasons and then fast movement featuring the trumpet stop. Likewise the cornet voluntary features the cornet (the renaissance cornett, not the modern cornet).

It's the trumpet players that have hijacked the work from the organists...
