My son started at 10. Granted he was a fairly large 10, but we started him on a 4/4 German BBb I owned and got a DEG tuba rest to take the weight of the horn. There are other playing stands available and I would recommend (from good experience) using one so your daughter can concentrate on playing, not on holding.
