One of the tubists here in D.C. has a small Conn with a bell and bottom bow made out of carbon fiber. I've forgotten who he said was the builder, however, I remember him saying that the builder would probably never mess with carbon fiber again, because forming the bottom bow was a real chore. Based on that assessment, I have a feeling that fashioning a bell and full outer ring for a sousaphone out of carbon fiber would probably be more trouble than it's worth.
It would probably rock, but good luck finding someone to make it.
