bird invented the bebop scale to fix a bad problem. Play a scale, descending in 8th notes. What notes fall on the beats? See the problem. Bird and Diz decided that using both 7th's (the major and dominant) corrects this problem and puts the chord tones back on the strong beats. Thus, higher level improvosation using scales (as opposed to chords) was born
