Again, it is the job of universities to sell classes to consumers, and to sell as many as possible. A way to entice consumers to take more classes is to "reward" the consumers with "degrees" - if the individual consumers purchase enough classes and the certain classes that the universities want to sell.

In order to make these "rewards" appear to be of value, the universities (just like insurance agents who are required to purchase insurance from the companies they represent) necessarily must require those that they hire to deliver their products (i.e. teachers of classes) to have these degrees. If their teachers (regardless of experience, expertise, and teaching ability) didn't have these degrees, what would the universities be saying about the value of such degrees?
