You raise an interesting question. I live in Maine and we get our share of cold days. I suspect that you can't do any damage to the horn based on the water expanding to ice. There is enough "space" in the valves to allow for an increase in volume. Also, the valve's interior is not a closed system, there is an opening in the bottom of the valve to allow the air or water/ice to escape.

I think the only real danger of keeping your horn ourside is the possiblity of getting your tongue stuck on a frozen mouth piece...
