That's true, for me the real constant seems to be that the semitone above the pedal always seems to work with all five down if the 5th valve is configured as a flat 1st. On my CC tubas, the D above pedal C usually works best with 1&3&4&5 but I have to pull in just a bit or it is flat. Depending on the situation, either the 1&3&4&5 or the 2&3&4&5 will work for F on the Eb tuba but I try to force myself to be consistent with the fingerings. It definitely helps to know which fingerings do what to pitch for adjusting on the fly without using the lip. But either fingering could be valid, depending on the player and the tuba.
