I have a very well-made euph, a Hirsbrunner standard, and it does require some alternate
fingerings of the type you describe. I play high Eb, E and F with the fourth valve down.
It converts all three from about 25 cents sharp to right on the money. I'm used to it
so it doesn't seem to be an issue to me.

The last euph I had, an Alexander 151, required third valve for g and d, fourth for c above middle Bb. I have never played any euph that did not require alternate fingerings on some notes. I'm not sure what your point is about not using the fourth valve in the upper register; if it has better intonation and blows freely, why not?
