On many of old rotary horns, the stop pin was fixed to the valve casing and the cork bumpers were attached to the stop arm. This probably made for a lighter stop arm, but the exposed stop pin could get damaged quite easily.
What with uniball linkages with a comparatively small amount of slop, I think it makes sense to move the stop adjustment closer to the key--and might well make adjustment easier (use thumbscrews or some other accessible limit stop).
