It is clear to me that a teacher will have to be have the basic skills needed to play any of the tubas at some level, though I can't see the need for a teacher to play CC himself as his daily axe. I'm not sure that a high-school band director is likely to be the one giving lessons to students who play CC tubas. The students who are led to play CC tubas and have the related professional aspirations will certainly have private teachers that can provide that sort of training.
As I've said elsewhere, it's easier to get an excellent BBb tuba at a lower cost, and it's hard to imagine what educational objectives will be enhanced by switching to CC.
