It sounds to me more like that young players, who lack dexterity, move highly sprung valves more crisply, because they are recruiting more muscle. This gives the appearance of greater articulation, because the valves reach their destinations more quickly. But of course it's an illusion that will undermine improvements in technique. Plus, once a spring is stretched to increase the preload, it is ruined forever, and has to be replaced. You can't make a valve spring yield in the compression direction--it collapses fully before it yields.
