Everything I've heard is that the old ones are "more likely" to be better than the new ones. At face value, that tells me that the mean quality is going down, but I have no idea whether it means the standard deviation of quality is going up or down. If standard deviation is going down, they are more consistently bad. If standard deviation is going up (which sounds more plausible to me), the the chance of finding a good one is still there, but it's harder to do so than before.
