I've played two Miraphone 186's back to back; one with lacquer and one without. In my opinion, the one without lacquer sounded very slightly darker then the one with. I tried to eliminate as many variables as possible (ie same mouthpiece, postion in room, and horn was approximately same age).
As for comestics, the raw brass does tarnish without polishing. I believe it depends on the person as to how quickly. I've heard of some folks being allergic to raw brass, but I've never met anybody with that problem. My only complaint is that raw brass can smell a bit after its been handled for awhile by bare skin. Many people I've met who have a raw brass tuba wear gloves.
I don't think it detracts at all from the value of the tuba.
Its really a judgement call about the sound. If I bought a lacquered tuba, I don't think I would have the lacquered remvoved unless the finish was badly worn. However, I would never consider relacquering and/or rebuffing a tuba.
