The explanation is that nobody ever intended those instruments to be played with mouthpieces bigger than 6 1/2 AL. Of course a bigger mouthpiece is going to give lower pitch.
Before you cut the tuning slide or switch to a smaller cup, try this: Get an old mouthpiece that has the cup & rim that you like, and shave down the shank. A good brass repairman (or any machinist) can do that easily on a lathe. (Actually, it's not difficult to do it by hand with a rusty old file. You just keep turning the mouthpiece while filing.) You may be able to get the mouthpiece to go in to the receiver far enough to get up to the pitch that you want. If you are successful then you can repeat the operation professionally with a new mouthpiece. If not, so what? You have one more junk mouthpiece in your pile.
