Have them checked out at a shop that has a reputable repair tech specializing in electronics.

Have the machine head, neck/fingerboard, and bridge/action all checked out on the bass. Have the amp checked out as well for the dreaded 60 Hz hum. Find out the age of both items, and check out whether or not the speaker in the amp is at least a Black Widow or newer/better.

Some of the older Peavey bass gear was not so hot, but starting with the Black Widow series of speakers things got really nice and reliable.

If the P-bass is really an older American-made one and everything checks out with the tech then get it before he sells it to someone else!

FYI - To deflect any tag-along salesman from overwhelming you with techno-hype, the P-bass utilizes passive electronics. There is nothing neanderthal or goofy about passive gear. And to guys like us (doublers, that is) the only thing that differs from passive to active electronics is that active needs an on-board 9v battery. And there is nothing wrong with having "only" four strings.

I have never owned a P-bass, but had a really nice Fender American Standard J-bass with a Peavey 100w amp. It was a lot of fun to play. And both items were very well built and reliable.
