The European company on the web at tuba.com was offering these with different quality options, including their OWN finish and a GERMAN valveset - rotors AND linkage (instead of the funky loose and clanky Russian valveset). A band director (who posts here sometimes) brought one to me recently which seemed to be A-OK, quality-wise. I could only assume that his was one of the "upgrade" models, as I have seen some "laughable" St. Petersburgs.

As far as the "upgrade" models offered by tuba.com, though, by the time you paid enough to get a "real" tuba, it wasn't any particular bargain.
