Well, I would disagree with you for two reasons:
First off, the piece is written for two ophicliedes, C & Bb. These do not sound much like today's tuba.
Second, Fantastique is one of the few Berlioz works that I wouldn't necessarily use smaller equipment on because my tastes are for something a little larger.
Just don't forget that Berlioz was writing most of his works for ophicliedes, things like Benvenutto Cellini, The Corsaire, etc. so a smaller sound is what the composer had in mind.
