From the very small sampling of tuba players I've heard up close, my sense is that thicker lips do get a richer sound in the low brass, on the lower pitches. In the higher brass, with the smaller mouthpieces, I haven't heard the same kind of difference. I base this partly on having heard a very good horn player toot on my tuba.....he got a very rich sound with his thicker lips. On horn, we sound not that different at all. Of course, it still could be entirely due to a technique level, with the more advanced player having the ability to freeze portions of the lips while leaving other portions completely relaxed, and the less advanced player not yet having this ability to separately tense and relax adjacent portions of the embouchure. But I still think the amount of tissue that buzzes is a factor in the type of sound.
