I would contend to you that if you are playing a fast 16th note scale either the Eb scale,chromatic scale, or any scale you would never need to pull slides because no one would ever no if the notes were a little bit out of tune or not. The only time I pull slides on my Willson non compensating Eb tuba is when I am playing slow passeges and even then it is only on certain notes. I guess there are always differences of opinions but I find a 5 valve non compensating tuba in any key a better playing instrument because it is blows more freely and there are lots of alternate fingerings to use depending on the type of music being played.
