A single photocopy is allowed for immediate 'educational purposes', generally. As for a only having 4 tuba parts where the band has 5 tubas, your legal choices are either to order another part(that's how composers make money, so you shouldn't have to do this grudgingly), or 2 players will have to read off of the same part. This input was given to me by a lawyer friend who specializes in copyright law- specifically with music.

A Duluth Choir director was busted a few years back for photocopying a single choir score and distributing to the entire ensemble. Not only did he lose his job, he also got jail time. It may seem like an innocent thing to do, but it is stealing from someone else(even if it's easy to convince yourself otherwise), and it does get prosecuted, even if you don't hear of it very often.
