I know band directors who only issue photo-copies. They buy the music and any missing parts, but hand copies to the students rather than originals. In an urban school system with a limited music budget, they view handing out the copies so that the original sets remain complete as a way of controlling costs. Illegal yes, but the original set has been purchased and the copied parts can be thrown out rather than refiled...
