Copywright vs. Punishment

So,
I fully understand that it is illegal to photocopy a part without consent of the composer/publisher. However, what about the band directors that used to make people copy the parts they lost from their folder by hand from the score? I would think this violates the creative property part of the Copywright laws. This would be a great thing for high school students to not have to do this for punishment as I would have had to do if I lost my music (thankfully I did not, but witnessed others who did). I would gladly have paid, even though I was not rich, for parts instead of spending hours copying parts and developing serious hand cramps. Maybe someone know the law well enough to clarify this issue and help potentially thousands of students across the United States!
